ROA National Council and Leaders Conference

The ROA National Council and Leaders Conference was held virtually March 13-14, 2021. We had a great turn out with 116 attendees, representing 34 departments. Nine departments did not attend.

During this meeting, the ExCom approved the FY22 budget, the National Council adopted four new resolutions, committees gave reports, and attendees received informative briefings.

Copies of the briefings are provided below in both PDF and PowerPoint formats. Please feel free to use these slides to brief your departments and chapters.


State of the Association

ROA’s Executive Director provided an informative briefing on the current state of the association. His briefing covered all 5 lines of effort of as defined by ROA’s strategic plan.

Legislation

Ms. Susan Lukas, ROA’s legislation director, provided an informative briefing on ROA’s legislation program and how departments and individuals can be involved.

Resolutions

The National Council adopted the following four resolutions:

Town Hall on Constitution and Bylaws Amendments

President Davenport provided a briefing on proposed amendments to ROA’s governing documents. These proposed amendments will go to the 2021 national convention (21-24 October 2021) for approval. Please mark your calendars to attend the upcoming town hall meetings to continue our discussion on the proposed amendments:

– Wednesday, 14 April, 7:00 p.m. (eastern)
– Wednesday, 14 July, 7:00 p.m. (eastern)
– Wednesday, 6 October, 7:00 p.m. (eastern)

In addition to the briefing, a full report was compiled. The report explains why the governing instruments were under review and the process from beginning to end. It also includes rationales behind each amendment and an appendix with the marked up proposals so you can see the specific changes the report refers to.

Centennial Celebration

Turns 100 on October 2, 2022. But out birthday will be celebrated all year long. Centennial Celebration Committee co-chair, Capt. Henry Plimack, USCGR (Ret.) briefed members on what they can expect for the celebration.

ROA STARs Foundation

ROA STARs Foundation chair, Lt. Col. Don Stockton, accompanied by Mr. Brad Carlson, provided an update on foundation activities as well as fundraising efforts.

Budget and Finance

The ExCom approved the FY22 budget. Budget and Finance Committee Chair, Lt. Col. Hazel Robinson, USA (Ret.) provided a report to the members.
