At the CIOR Congress held in Tallinn, Estonia, CIOR and CISOR signed a Memorandum of Agreement (MOA) to work together as co-equal associations to include joint participation in all future Congress meetings. CISOR is a confederation of Senior Non-Commissioned Officers with a similar purpose to CIOR and its relationship to NATO. While the United States is not currently a member of CISOR, ROA members who are Senior NCOs may attend CISOR events under the MOA between CIOR and CISOR.

ROA remains the US Department of Defense Executive Agent for all NATO Reserve Associations.
